Who can apply?

The Punjab Government has divided the Electric Bike Scheme into three distinct applicant categories. Each carries its own age limits, institution requirements, and supporting documents. Meeting every single condition in your category is mandatory — a single missing criterion results in automatic rejection during Bank of Punjab (BOP) verification.

Category-wise requirements

This is the largest category, extended to all 36 districts of Punjab in Phase 2. Every condition below must be satisfied simultaneously.

    Age: 18 to 35 years
    Age is verified against your CNIC. You must be at least 18 on the date your application is submitted — no exceptions for upcoming birthdays.

    Regular enrollment at an HEC-recognized institution
    You must be a full-time, on-campus student. Distance-learning programs (VU, AIOU) and correspondence courses did not qualify in Phase 1. Your institution must appear in the HEC’s official registry.

    Punjab Domicile Certificate
    Mandatory for petrol bikes with no exceptions. For electric bikes, applicants from other provinces can apply if their campus is in Lahore, Faisalabad, Multan, Rawalpindi, or Bahawalpur.

    Motorcycle driving license or learner’s permit
    A car license is not accepted. The requirement applies to all applicants regardless of gender. A learner’s permit from any Pakistani licensing authority meets this condition.

    If any motor vehicle — car, bike, or otherwise — is registered in your name, your application will be rejected. The scheme targets those without private transport.

    One bike per family
    Even if multiple family members are selected in the computerized ballot, only one household member ultimately receives a bike. This is enforced using CNIC family data at BOP verification.

The Punjab Teachers Foundation scheme launched on April 22, 2026, targets government school educators facing long daily commutes. Teachers apply through ptf.punjab.gov.pk.

    Both permanent and contract teachers in PST, EST, Elementary, and General cadres are eligible. Private school, NGO-employed, and madrassah teachers are excluded.

    Covers clerks, assistants, data entry operators, technicians, junior engineers, and similar mid-level roles. Grade 17 and above are not included. Retired employees are excluded.

    Confirms your BPS grade, designation, date of appointment, and current posting. Must be signed by a competent authority — section officer or department head.

    Your department must formally approve participation and authorize the salary deduction arrangement for installment payments. Without this, the application cannot proceed.

    Installment via salary deduction
    Unlike students who pay bank installments, government employees have payments automatically deducted from their monthly salary. This eliminates missed payment risk and carries a 0% markup rate.

Who is not eligible?

The following conditions automatically disqualify an applicant. There is no appeal process for eligibility-based rejections — verify these before submitting.

Under 18 years of age
No exceptions, even with a valid student enrollment. Minimum age is 18 for all three categories at the time of application.
Over the age ceiling
Students over 35 and teachers over 55 are ineligible. The government employee category has a maximum age of 60.
💻
Distance learning or online programs
VU, AIOU, and all correspondence or evening-only programs were excluded in Phase 1. Only full-time on-campus enrollment qualifies.
🏫
Private school or NGO teachers
The PTF scheme exclusively covers teachers employed directly by the School Education Department of the Government of Punjab.
🚗
Already owns a registered motor vehicle
Any vehicle registered in your name — regardless of type or year — disqualifies you. The scheme targets those without private transport.
🏛️
BPS grade 17 or above
The scheme covers grade 1–16 only. Officers and gazetted employees in grade 17 and above do not qualify under any category.

Guarantor with a negative ECIB credit record
The Bank of Punjab verifies every guarantor’s credit history. A default or overdue loan associated with your guarantor will result in application rejection.

Previously received a government vehicle benefit
Any person who received a bike, car, or scooter under a previous provincial or federal scheme is not eligible to apply again under this program.

Frequently asked questions

No. You must be 18 years old at the actual date you submit your application. Future birthdays are not considered. If you miss this deadline, monitor the official portal for the next application phase and apply as soon as you turn 18.
No. The scheme specifically requires a motorcycle driving license or motorcycle learner’s permit. A car license is issued for a different vehicle category and does not satisfy this requirement. Visit your nearest licensing authority to obtain a separate motorcycle learner’s permit — the process typically takes a few days.
Yes. The scheme validates at the institution level, not the program level. If your university or college appears in the HEC recognized institutions directory, you qualify — regardless of which specific degree program you are enrolled in.
No. The driving license requirement applies equally to all applicants, including women. The government made no gender-based exception. Female applicants should apply for a motorcycle learner’s permit before the application deadline — many licensing offices offer expedited processing.
No. The PTF E-Bike Scheme is exclusively for teachers employed under the School Education Department (SED) of the Government of Punjab. Private school, NGO-run institution, and madrassah teachers are not eligible under this scheme.
Yes. These are two completely separate programs with separate portals, budgets, and selection processes. Meeting the eligibility criteria for both allows you to submit applications to each independently. Being selected in one does not automatically disqualify you from the other.
Yes. A failed guarantor verification in Phase 1 does not permanently bar you from the scheme. You can submit a fresh application in Phase 2 with a new guarantor who has a clean ECIB credit record. It is strongly recommended to verify your new guarantor’s credit status before applying again.
