CM Punjab Electric Bike Scheme 2026 — Complete Registration Guide
Everything you need — eligibility, documents, step-by-step application, balloting stages, and the mistakes that cause rejections. Updated for the latest phase.
What Is the CM Punjab E-Bike Scheme?
The Chief Minister Punjab Interest-Free Electric Bike Scheme provides motorcycles — electric and petrol — to students, government schoolteachers, and qualifying government employees on an installment basis. No markup, no interest, no agent. You apply entirely online through official portals.
The Punjab government contributes a fixed subsidy toward the down payment while the Bank of Punjab finances the remainder. Recipients repay over 24 equal monthly installments, after which ownership transfers to their name.
Key distinction
Students apply at bikes.punjab.gov.pk and teachers apply at ptf.punjab.gov.pk. These are entirely separate portals. Wrong portal = your application will not be processed.
The biggest reason applications fail is not ineligibility — it is incomplete preparation. Gather every document before opening the form, speak to your guarantor in advance, and double-check every detail.
Document Readiness Checklist
Tick off each document as you gather it. Do not start your online application until every item is checked.
📋 Check Your Documents
Select your category and mark what you already have ready
Before you click Submit
Brief your guarantor fully. BOP sends a physical representative to their home for verification. A guarantor who is unprepared, unavailable, or has an undisclosed defaulted loan will cause your application to fail even after you win the balloting draw.
Student Application — How to Apply
Students enrolled at HEC-recognised colleges and universities in Punjab apply through the dedicated student portal.
🌐 Open the Official Student Portal
Navigate to bikes.punjab.gov.pk. Bookmark immediately. Fraudulent sites clone the portal — the genuine one never asks for money at any stage.
👤 Register Your Account
Click “Register” and provide your 13-digit CNIC plus the mobile number registered in your own name. The portal sends a one-time SMS code.
- Mobile must be linked to your own CNIC — not a relative’s
- Wait 2 minutes before requesting a new OTP if the first doesn’t arrive
- Repeated OTP requests can temporarily lock your account
- Set a strong, memorable password — you’ll need it to check status later
📝 Complete the Application Form
Every field must match your official documents exactly — spelling, date formats, institution names.
- Personal: full name, father’s name, date of birth, address, district
- Contact: active mobile and email (both receive notifications)
- Academic: institution name, program, enrollment number, current semester
- City where your campus is located (must be an eligible city)
- Bike preference: electric or petrol — select one only
☁️ Upload Clear Scans of Every Document
Preview each upload before moving on. If it looks blurry or cut off — retake in better light.
- CNIC front and back
- Current student ID card showing the academic session
- Enrollment / bonafide certificate from your institution
- Punjab domicile certificate
- Motorcycle driving licence or learner’s permit
- Two recent passport-size photographs (white background)
- Guarantor’s CNIC, income proof, and utility bill
🏍 Select Your Preferred Bike Model
The catalogue shows all available models with prices and specs. Once the change deadline passes your selection is permanently locked. Compare electric vs petrol carefully — running costs, charging availability in your area, and range all matter.
📤 Review and Submit
Verify every detail one final time — name spelling, institution, bike model, guarantor info — then click Submit.
Teacher Application — PTF Portal Guide
Government schoolteachers apply through the Punjab Teachers Foundation at ptf.punjab.gov.pk. The process routes through the School Education Department for verification.

After submission, download the acknowledgment slip immediately and save a backup screenshot. This is your proof that you applied.
From Submission to Bike Delivery — 5 Stages
Submitting is only the beginning. Your application travels through five stages before a bike is in your hands.
Initial Completeness Review 2–4 weeks
BOP screens every submission for missing fields, unreadable documents, and eligibility violations. Incomplete applications are removed at this stage.
Institutional Verification 1–3 weeks
BOP contacts your college or the School Education Department to confirm your enrollment or employment is active. Inform your registrar’s office in advance to avoid delays.
PITB Computerised Balloting Announced publicly
All verified applications enter a randomised digital draw managed by PITB. Quotas ensure fairness: 25% female, 30% rural, 5% persons with disabilities, minority allocation. Results announced via SMS and portal.
BOP Financial Due Diligence 2–4 weeks post-balloting
A BOP officer visits your guarantor’s home, runs an ECIB credit report, checks the Debt Burden Ratio, and re-verifies your student or employment status. Failure cancels your allocation — but you can reapply next round.
Down Payment, Paperwork & Delivery 1–2 weeks
Approved applicants visit a designated BOP branch, sign the loan agreement, and pay the remaining down payment (30% minus government subsidy). Year 1 insurance is included. Vehicle registration is a separate cost you bear after delivery.
What BOP Checks During Financial Scrutiny
| Check | What BOP Examines | Why It Causes Rejection |
|---|---|---|
| ECIB Credit Report | Guarantor’s national credit history | Any defaulted or written-off debt |
| Physical Home Visit | Guarantor’s address on utility bill | Wrong address, absent during visit |
| Debt Burden Ratio | Guarantor’s monthly debt vs income | Existing loans exceed 50% of income |
| Status Re-verification | Current enrollment or employment | Semester ended, left institution, transferred |
| Document Authenticity | Cross-referencing uploaded files | Altered, outdated, or inconsistent docs |
| One Bike Per Family | CNIC family tree cross-check | Another family member already received a bike |
Application Deadlines — Phase Status
| Applicant Category | Portal Status | Where to Apply |
|---|---|---|
| Students — Phase 2 | Closed | Monitor bikes.punjab.gov.pk for Phase 3 |
| Government Schoolteachers | Open | ptf.punjab.gov.pk — Apply Now |
| Govt Employees (BPS 1–16) | Coming Soon | Dates pending announcement |
| Students — Phase 3 | Not Yet Announced | Watch official portal for updates |
Zero Tolerance: Late Submissions
The portal locks automatically at the exact deadline second. No extension, no exception window, no retroactive submission. Apply as early as possible.
10 Reasons Applications Get Rejected
Every item below is drawn from documented failure patterns in Phase 1 — and every single one is completely preventable.
❓ Why It Happens
Phone photos in bad light result in blurry or partial images.
✓ The Fix
Photograph on a flat dark surface in natural daylight. All four corners visible, all text clearly legible.
❓ Why It Happens
Old, forgotten loans still appear in the ECIB database.
✓ The Fix
Ask your guarantor to verify their credit standing before you apply. A single defaulted loan is disqualifying.
❓ Why It Happens
Applicants rush and select a similarly-named institution in a different city.
✓ The Fix
Match name, city, and type against your enrollment certificate exactly.
❓ Why It Happens
Applicants assume a car licence is sufficient, or plan to obtain one after applying.
✓ The Fix
Obtain your motorcycle licence or learner’s permit before starting. No exemptions for any applicant.
❓ Why It Happens
Fraudulent websites appear prominently in search results and sometimes charge “processing fees”.
✓ The Fix
Only two portals are legitimate: bikes.punjab.gov.pk (students) and ptf.punjab.gov.pk (teachers). No official portal charges any fee.
❓ Why It Happens
The guarantor was not told about the physical visit, or provides an address that differs from their utility bill.
✓ The Fix
Fully brief your guarantor. Confirm their address matches the utility bill and that they’re reachable during office hours after you submit.
❓ Why It Happens
Siblings or spouses both independently qualify and win — but only one gets a bike due to the “one per family” rule.
✓ The Fix
Coordinate as a household. Decide in advance who will apply.
❓ Why It Happens
An old motorcycle is still registered under your CNIC even if you no longer own it.
✓ The Fix
Check the motor vehicle database for your CNIC. Complete any transfer before applying.
❓ Why It Happens
Name is spelled slightly differently on the form vs the CNIC.
✓ The Fix
Use your CNIC as the master reference for every text field. Copy names character by character.
❓ Why It Happens
Applicants hit Submit, feel relieved, and close the browser without saving the acknowledgment receipt.
✓ The Fix
After clicking Submit, stay on the page. Download the slip, save it to your gallery, and email it to yourself.
Application FAQs — Quick Answers
Yes — 100% free. Neither portal charges any registration or processing fee. Any contact asking for payment is a scam. Report to the Punjab Government helpline: 042-111-333-267.
Not for the application itself. The entire process is online. You will need to appear at a BOP branch in person only after being selected and cleared — to sign the loan agreement and make the down payment.
Yes. A failed verification in one phase does not permanently exclude you. Submit a fresh application in the next round — ideally with a different guarantor whose credit history is clean.
Yes, but only until the change deadline. The portal displays an edit window with a specific closing date. After that date, your choice is permanently locked.
Based on Phase 1 timelines:
- Application review: 2–4 weeks after the deadline
- Balloting results: 4–6 weeks after review
- BOP financial verification: 2–4 additional weeks
- Down payment and delivery: 1–2 weeks after clearance
Total estimated time: approximately 2 to 4 months.
Someone can assist you in filling the form, but the CNIC, mobile number, and OTP verification must belong to you personally. Registering another person’s CNIC constitutes fraud and results in permanent disqualification.
No exceptions. The system closes at the precise deadline time. No extension, no grace period, no manual override. Apply as early as possible — last-minute server loads and document problems are common.
